The target population are senior citizens ages 65 and above from all different levels of income with a focus on low-income groups and elderly homeless. According to census.gov, as of July 2016, San Diego Countys population estimation was 3,417,740 with 13.4% being persons 65 years of age and older. On September 1, 2017 San Diego County declared a local health emergency in response to a recent outbreak of hepatitis A (San Diego County Human Health Service Agency, 2018). According to the Health and Human Services Agency, there have been 580 cases of hepatitis A, with 68.6% of people requiring hospitalization and 3.4% resulting in death. The hepatitis A outbreak mainly affected the areas of downtown (West area) and towards the eastern county areas. The county declared that the outbreak ended on January 23, 2018 (San Diego County Human Health Service Agency, 2018). However, the flu affected and continues to affect individuals all over the county during this flu season. The current season summary for flu related cases is 16,078 as of February 06, 2018 with 251 deaths (San Diego County Human Health Service Agency, 2018).
