Factors Influencing Labor Demand 1.Potential for voluntary / invol... untary termination of officers. The potential loss of the employees creates additional demand within the department. 2.Average age of the officers is 45. The aging population for employees in this position creates a bigger demand for younger entry level officers for fill these positions. 3.Promotion from within. The union mandate requires promotion of current officers from within the organization. This creates demand as the promoted officers vacate their positions. Factors Influencing Labor Supply 1.State has out-migration, which reduces the number of potential candidates for any position no just within the police department 2.High Cost of living. This is forcing candidates to leave the state and reduces the supply. This holds especially true for the police department as their pay rate makes it difficult to attract candidates to the area as its becoming more unaffordable. 3.The intemperate climate provides a compelling reason for candidates to leave the state for other locations, reducing the supply. B. 3 Recruitment Objectives 1.Hire 25 Police Officer I candidates 2.Increase diversity within the police force. 3.Replace outgoing, retiring and promoted officers.
