The U.S. healthcare system is among the sectors moving rapidly towards rewarding value. Insurers no longer reward healthcare institutions based on the quantity of services delivered, but, instead, focus on quality. In 2007, important changes occurred in the medical field that impacted both healthcare institutions and patients. The centers that provided both Medicare and Medicaid Services (CMS) embarked on a mission to develop and implement a program that would ensure the provision of quality services. The value-based purchasing (VBP) program aimed to connect directly the efforts of Medicare and Medicaid facilities towards ensuring quality care. VBP gives hospitals incentives according to their performance and motivates them to focus on quality and safe care, which further influences important aspects of the sector such as reduced errors, infections, and costs and enhanced use of evidence-based practices and processes (CMS, 2017).
