From 2010 to 2017, telebehavioral health use doubled in the United States and was mostly found to be used in rural areas with limited access to providers (Spivak et al., 2020). The shortage of behavioral health providers not only impacts outpatient services but also has a great impact on inpatient treatment; providers are not available. This holds true for Mental Health and Substance Abuse Treatment Services (MHSATS) in the state of Minnesota. In addition to behavioral health providers, there is also much difficulty employing medical practitioners to provide services to some of the sites in rural areas. This implementation plan will provide an analysis of the effects of financial and economic factors throughout MHSATS on patient care, services offered, and organizational structures and operations. Ethical and culturally equitable solutions to economic problems with MHSATS to improve the quality of care and services offered will be developed. There will be a justification of the qualitative and quantitative information used to guide economic decision making to stakeholders and colleagues.
