C159__Paper.docx C159 BSN Requirement Western Governors University C159: Policy, Politics, And Global Health Trends BSN Requirement Throughout the United States, there are several education path... ways for an individual to take to become a licensed registered nurse (RN). The question to be asked is do all of these pathways produce the same patient outcomes? In 2010, the Institute of Medicine recommended that by 2020 that 80% of RN™s should, at a minimum, hold a Bachelor of Nursing (BSN) degree. The Magnet program, through the AACN, has similar expectations that by 2020 80% of RN™s have a BSN or higher for the hospital to be considered a Magnet Hospital. This paper discusses in detail the proposal process from a top-down and bottom-up approach for a requirement in California for all newly licensed RN™s to hold a minimum of a BSN degree within ten years after initial licensure. Policy Proposal This proposal is for a change in California state policy for all newly licensed RN™s to obtain their BSN within ten years of RN licensure. Similar legislation, called BSN in 10, was initiated in New York in December 2017 and is now pending in 13 other states, excluding California. In the year 2000, the Association of California Nurse Leaders (ACNL) led an initiative to require a BSN for all entry level nurses starting in 2010 but this initiative was unsuccessful for a variety of reasons (Barter & McFarland, 2001, p. 141).
